The higher education system in India is made up of both private and public universities. Private universities are governed by several approved educational groups and societies, whilst public universities are governed by the Government of India and state governments.
The University Grants Commission (UGC), the highest academic authority, recognizes and awards several universities the 'universal' status. The University Grants Commission Act of 1956 gives the UGC its impetus. Along with the UGC, 15 Professional Committees have been established, each responsible for a different aspect of certification and coordination.
Central University
Central University, sometimes known as Union University, was founded by an Act of Parliament and is administered by the Ministry of Education's Department of Higher Education (DHE).
The University Grants Commission (UGC) lists 54 central universities, including Indira Gandhi National Open University, Rajiv Gandhi University, and the University of Delhi.
State University
A State University operates under the control of the government of the state in which it is located. A local legislative assembly act determines it.
The University Grants Commission (UGC) reported 441 state universities as operational on November 22, 2021, including the oldest, such as the University of Madras, the University of Mumbai, and the University of Calcutta, which have been in operation since 1857. Undergraduate (UG) and post-graduate (PG) programs are typically offered by institutes connected with such state institutions.
Deemed University
The term 'Deemed' is notorious for causing misunderstandings among the general public. Deemed Institution of higher education is granted autonomy by the Department of Higher Education (DHE) with the approval and guidance of the University Grants Commission (UGC) (Section 3 of the UGC Act).
The University Grants Commission (UGC) recorded 126 Deemed Universities on November 30, 2021, with the Indian Institute of Science being the first on the list, having been granted deemed on May 12, 1958.
Gandhi Indian Agricultural Research Institute in Delhi, Institute of Technology and Management in Andhra Pradesh, International Institute of Information Technology in Karnataka, Gujarat Vidyapith in Gujarat, Indira Gandhi Institute of Development Research in Maharashtra, and others are among the deemed universities.

The University Grant Commission grants permission to a private university (UGC). It is allowed to grant degrees but not to create connected academies off-campus.
The UGC listed 397 private universities on November 22, 2021, including Ahmedabad University in Gujarat, Assam Don Bosco University in Assam, Institute of Chartered Financial Analysts of India University in Jharkhand, Maharishi Markandeshwar University in Haryana, and others.
