NHAI has extended the lawyer recruitment application
deadline to September 25, 2025. The Delhi HC may see a review of the CLAT PG
score criterion in the process.
NHAI Extends Application Deadline & May Rethink CLAT
PG Criterion
The National Highways Authority of India (NHAI)
has informed the Delhi High Court that it may reconsider its decision to
use CLAT PG scores as the sole basis for lawyer recruitment. Along with
this, the authority has also extended the application deadline from September
10 to September 25, 2025.
This update came during a plea filed by lawyer Shannu
Bahgel, who argued that the CLAT PG exam was designed to evaluate merit
for admission to postgraduate law programs, not for public employment
opportunities.
The bench of Chief Justice Devendra Kumar Upadhyaya and Justice
Tushar Rao Gedela noted that the original purpose of CLAT PG
was strictly academic.

Petitioner’s Argument |

What the Petition Highlights
·
Purpose Mismatch:
CLAT PG is conducted to assess candidates for higher legal studies, not for
recruitment into public employment.
·
Exclusion of Talent:
The policy ignores many qualified law graduates and practising advocates who
did not appear for CLAT PG 2022 or later.
·
Arbitrariness:
Restricting recruitment to CLAT PG scores from 2022 onwards is “irrational and
unreasonable.”
Court Proceedings
·
The matter was heard on September 18, 2025.
·
NHAI stated it was open to reviewing the
selection process.
·
The Court recorded submissions and will take
a decision after considering the petitioner’s plea.
Summary of the news
The NHAI lawyer recruitment process has
stirred debate after using CLAT PG scores as a criterion. While the application
deadline now stands extended to September 25, 2025, the Delhi High Court
will further evaluate whether CLAT PG can reasonably serve as a basis
for public sector recruitment. If revised, this could open opportunities for a wider
pool of law graduates and professionals.
